Operational Checklists by Phase

These checklists translate Freeze–Vote–Rebuild into "what must exist" lists. They are designed to be adapted into project plans with owners, deadlines, and verification steps.

Phase 0: Pre-Freeze Setup (Readiness Checklist)

Governance and Gates

Governance bodies defined: Coordination cell, verification cell, dispute panel, and reconstruction oversight.
Decision rules set: Quorum requirements, deadlock-breaking mechanisms, and publication policy.
Verification gates drafted: Define indicators, numeric thresholds, measurement windows, and consequences.
Escalation ladder drafted: Explicitly mapped to incident classifications (S1–S4).

Monitoring and Verification

Mission design chosen: Select mandate (UN, OSCE, Coalition) and contributor pool.
Incident rubric published: Standards for severity, confidence, and recurrence levels.
Intake channels operational: 24/7 hotlines and liaison points established.
Data policy drafted: Clear rules on what is public vs. restricted data.

Humanitarian and Infrastructure

Corridors mapped: Routes defined with rules of movement.
Infrastructure Register drafted: Site lists, coordinates, and protection categories.
Repair protocols drafted: Notification, monitoring, and security procedures for technicians.

Vote & Rebuild Prep

Electorate definition drafted: Including refugees and IDP participation pathways.
Registration workflow defined: Including the documentation "proof ladder" and appeals.
Procurement standards drafted: Vendor qualification, debarment rules, and contract templates.

Phase 1: Freeze (Execution Checklist)

Ceasefire Operations

Terms published: Clear scope, geography, and prohibited/permitted actions list.
Movement rules activated: Posture restrictions enforced and monitored.
Deconfliction hotlines: Staffed 24/7 with standardized logging procedures.

Monitoring and Reporting

Teams deployed: Monitors have physical or technical access to incident sites.
Incident room operational: Intake, triage, and dispatch functions live.
Dashboards active: Public aggregates and restricted detail views functioning.
Obstruction tracking: Automatic escalation triggers for access denial activated.

Humanitarian Access

Corridor tracking: Real-time uptime metrics for humanitarian routes.
Enforcement: Rapid dispute mechanism active for corridor closures or infrastructure strikes.

Phase 2: Vote (Execution Checklist)

Rule-Locking and Readiness

Rulebook locked: Vote rulebook published and version-locked (no further changes).
Voter roll finalized: Registration completed and appeals processed.
Observation deployed: Observer mission reaches target coverage levels.
Anti-coercion hotline: Response teams operational and reachable.

Voting Operations

Polling centers operational: Physical and/or remote centers secured.
Chain-of-custody: Secure procedures enforced for ballots and digital records.
Daily reporting active: Incident and complaint logs updated every 24 hours.

Counting and Certification

Centers secured: Counting and tabulation centers observable by stakeholders.
Audit executed: Risk-limiting audits or defined verification methods completed.
Disputes resolved: Timelines enforced and remedies (e.g., reruns) applied.
Certification documented: Final gate decision published with privacy-aware data.

Phase 3: Rebuild (Execution Checklist)

Governance and Funding

Authority active: Reconstruction oversight body and inspector functions staffed.
Funding gates: Disbursement rules tied to integrity gate performance.
Escrow/Tranche mechanics: Systems operational for conditional fund releases.

Procurement and Delivery

Vendor enforcement: Qualification and debarment rules actively applied.
Project pipeline: Prioritization criteria disclosed and pipeline published.
Milestone verification: Technical inspection capacity for infrastructure projects live.

Transparency

Project Registry: Public database updated on a weekly schedule.
Disbursement Ledger: Real-time tracking of fund flows (with appropriate redaction).
Grievance mechanism: Feedback loop for affected communities active and monitored.
