Freeze–Vote–Rebuild is verification-first: progress depends on measurable indicators. This chapter provides a menu of suggested metrics and KPIs to support gates, dashboards, and accountability.

Principles for KPI Design

Multi-indicator Sets: Harder to "game" than single metrics.
Trend Analysis: Track windows (7/14/30 days) rather than single-day spikes.
Leading vs. Lagging: Separate early warnings (movement alerts) from outcomes (incident counts).
Tiered Transparency: Publish aggregates for the public; restrict tactical details to monitors and governance bodies.

Deadlock Rate: Count of decisions delayed beyond the maximum governance window.

Data Governance

Unauthorized Access Events: Count of security logs showing non-role-based access.
Redaction Ratio: Frequency of "restricted" vs. "public" data releases.

Minimum Viable KPI Set (Recommended)

If you must start small, prioritize these "Core Four" per phase:

Freeze: S3/S4 incident rate + Monitor obstruction count.
Vote: Registration rates (by category) + Coercion complaint rate.
Rebuild: % Milestone-verified payments + Audit finding rate.
